IMO it's a made up piece. The tabs don't appear to be original, sleeve Tresse is the commonly found Army NCO Waffenrock pattern rather than the SA long service pattern. I can't tell from the photos whether or not the shoulderboard is fake but it appears to be sewn too far to the back of the shoulder. The shirt is most likely original but has been 'upgraded'.

The Leadership school 'Tyr rune' also appears to be a not too well done copy, although the photos aren't the best for ascertaining this.
