RAD Tunic ?
Isn't this a tunic of the Reichsarbeitsdienst ? If so, then somebody did a nice job inserting NPEA shoulder-straps! An examination of the interior sleeve lining might be a different story, but the exterior looks nicely done! This particular shoulder-strap sure looks original to me...
