Reichs Autobahn 1000km plaque with certificate

Hi guys
Ive seen these around including the 2k and 3k versions. But what about the certificate with it? Seems odd its in English, did other countries or contractors help with the construction of it, or just paying a visit to it?
Anyone seen the certificate before?

I hadn't seen any documents related to this before, but I'm not versed in this, let alone having one in English.
