Looks like a suit jacket with RMBO sleeve eagle added.

She's wearing the regulation RMBO Female Auxiliaries' suit. In the RMBO these ladies were termed Mitarbeiterinnen or weibliche Arbeitskräfte . Most of the time the jacket didn't sport the RMBO eagle, when it happened it was usually placed on the upper left sleeve. A rare pic.
