STADTWACHT armband with eagle stamp

Hi all
I'm considering purchasing this Stadtwacht armband and would like your thoughts on it. There is also an nice, clear eagle stamp, which I'm hoping is legit. Any help with identifying/translating the German in the stamp would be most helpful. I believe that one of the words is 'Wien', indicating that it was for duty in Vienna.,

The stamp reads Polizeiprasident in Wien / Kommando der Schutzpolizei meaning Police President in Vienna/ Commander of the Schutzpolizei. It appears the word Stadtwach was silk screened over the ink stamp? I would find that problematic if that be the case.
