Police 25 Years Service Award-for review

Here I would like to show my Police 25 Years Service Award with the ribbon and the case.
I think, all the components are original. Eagle on the ribbon is well executed. There is no black backup on the revers of the ribbon, but it should be acceptable.
Is it possible to attribute this item to the particular manufacturer? Maybe Rettenmaier?
