I've a question, what does "Pol.Reg.Rat" mean and what was his function? Were they also part of the Ordnungspolizei in a city or the civilian police? It's from a card in 1943 and is says the person's name and "Pol.Reg.Rat" in front.

This could refer to the rank of Regierungsrat in the Verwaltungspolizei. Basically equivalent to the rank of Major

I've only seen Pol.Rgt. to mean Polizei Regiment, ie 'Pol.Rgt.28'. The 'Rat' part I've never seen. Is there any chance of seeing a scan of it in context ?

The abbreviation in question is Pol. Reg. Rat. , not Pol. Rgt. Rat. The rank of Regierungsrat and Ober-Regierungsrat was used in the Verwaltungspolizei as Ernst wrote, but also as a rank in the Sicherheitspolizei. Here is a promotion document for a senior officer in the RSHA, Wilhelm Bonatz.
