Police shoulder board?

Hi,


could I please have your opinion on these shoulder boards. I am thinking that they are for the Police but not sure. There is a tag on the one shoulder board that has writing on it and I can read Police but I am not sure of the ones that are wrapped in the label. Any opinions would be very much appreciated.

Right, I might be wrong on the Leutnant boards.
The Major ones are 100 % Prussian Police
