Unknown Matching Pair of Shoulder-Boards: ID Assistance, Please !

I would like some help to identify these shoulder-boards, please. Provenance is excellent, authenticity unquestionable, but identity is unknown!

The only service I know that had bright carmine and gold is Justiz court officials. The green tunic cloth doesn't look like justiz though.
