The High Command of the Luftwaffe established the Heimatflakartillerie on May 17, 1942 which was composed of drafted or volunteer civilians in the Heimatflakbatterien, and the Alarmflakbatterein which was drawn from existing military personnel.
Once trained , the Flakwehrmann of the Heimatflakbatterien were classed as Kanoniers and were presented a small lapel badge by the Battery Commander as a qualification badge.
The badge instituted on March 8, 1943 was worn on the left lapel of the uniform or civilian working coveralls.
