Lead seal on Persian carpet

Got a old Persian rug after wining it on a online auction i Germany. It still had some lead seals on it. One carried the Reichadler and what I can guess the letters RFO. I suspect that is a customs seal of import. Dos anybody know what the letters stand for. Reichfinanz...?

I think perhaps it is an R.F.V. = Reichs Finanz Verwaltung. Customs.
