It looks like a district map of boundaries between Schp.Abschnitt Horst Wessel (I think may have been in Berlin) and section border, district border and neighbouring polizei district.

Mil-Archive was on the money. You have an overview of the Berlin Schutzpolizei-Abschnittskommando (S.Ak.) Horst Wessel that was located in the east part of the city. You can see the River Spree in the diagram. The diagram shows all of the precincts (Reviere) of the S.Ak. from #81 to #91 including #87 that was the HQ of the S.Ak. Horst Wessel.
