Hello. Is it the municipal police or the fire department?

Neither. Shoulder cords are for a junior warrant officer (WO in British military parlance) of the regular police [ Uniformierte Protektoratspolizei ] in the Protectorate of Bohemia & Moravia. The rank is that of Polizei-Revier-Stabswachtmeister and cords are missing one gold rank pip each.
