Hi John

Like most TR medals, different manufacturers made these using slightly different dies & finish so I see small differences with mine (mainly the head of the eagle) but it looks like a good one for me too even if the colour looks unusual (Flash/light?) I attached mine to compare

Both mine are by Rettenmaier as is JCs by the look of it.





The 25 year is '16' stamped on the ring, the 18 year isn't but matches exactly.

There is a 25 year Police on the E-stand that's ring marked '60' for Katz & Dehler that has the eagle's beak downturned the same as the subject piece ...
