You're right, not the typical police 8-year box design. Not sure what that box is for, maybe someone just put the both of them together at some point since they are both '8'.

From that pictures medal is OK IMO, the box instead looks very strange comparing to mine and to others I ever seen

Yes your one is the same as the one that I have owned before.
The Medal looks fine just this odd and well aged case.
????? Guess its an old repo case .???
