Police Shoulder Straps?

The shoulder straps are clearly the pattern of a Polizei Meister, and if they were green or pink or orange or golden yellow I would KNOW that they are police, and I would know what branch. But these are dark blue, and I haven't been able to nail them down. Any thoughts? Thanks!
