Sleeve Eagle

I had the chance to take a few photos of a police sleeve eagle at a local show. City name of "Mannheim" on summer mottled base material. The quality, pattern, and outline look fairly good to me. But any other opinions will be appreciated.

I looked through my old photographs and found this "Heidelberg" eagle from a couple of years ago. Appears to be the same pattern?
