The tunic appears to be a Pol M43 Field blouse new form/style but repurposed or restored incorrectly. What's the markings on the back, where they from a pack?

It is not mine and I havn't more information. It was offered for sale to a friend and the trace of the WH eagle was a little bit disturbing.

Period made why not , or post war used for Theater purpose for example ?

It's an early 1943 variation of the new-pattern Police field blouse introduced in 1942.
WH (Army) collar insignia and/or breast eagles, added postwar out of sheer ignorance, can be noticed now and then.
