Were senior NCO's (like Meister or Wachtmeister) allowed to wear officer pattern visor caps in certain cases?, perhaps "Warrant Officer" status?
The Visor cap eagle appears to be a lower ranking type...
I don't know the regs but found this image to be interesting!

Yes the rank of Meister were allowed to wear an officer type visor. Those visors will be upgrade visors in which it still has the em/nco eagle on it with officer chincords on the visor. NJ

That's correct and you will find lots of photos out there evidencing this use of chin cords by Meisters. Also why we see so many NCO visors with officer chin cords. Also I believe it has mentioned before that a Hauptwachtmeister who was also a Junker or officer candidate could wear the officer chin cords.

Don't forget that the Meister could also order a new Offizier grade cap and wear it if he wanted to.
