Police cap eagle ???

I have never seen anything like this. The shield is like a Werkschutz insignia but also like one of the puppet NS parties, I can't remember which, Flemish or Bohemian, or some such. I just can't quite remember.

The insignia looks real, and the design certainly hints to a police connection. I can only speculate what it might be. It is NOT German civil police.

I believe it to be police insignia for the Deutsche Volksgruppe in the Free State of Croatia

Interesting insignia, I was looking at one of these a while back, maybe from estand? While searching on it, I did find a related thread posted in a random forum although currently unable to relocate. Anyhow, I thought the construction is convincing.
