I think it is for police and the eagle was a added on prussian eagle. I only have the one.

My reference is not in hand, but I'm wondering if both pieces are Prussian Landjagerei. The eagle reminds me of the headgear size, in particular the mountain cap.

No markings on the backside of the eagle.

Looks like a Landjäger cap eagle (winter cap). Dono the boards.
