Hello Paul,
Both bars look nice and, obviously, belonged to the same guy. Most of the decorations are Austrian, but the guy was a policeman prior to and during the Third Reich.
It's hard to be exactly sure what the first two ribbons represent, other than they are two Austrian bravery/merit decorations of some sort. (The problem is that there were quite a few Austrian decorations that used the same exact ribbon.) The metal bar on the second bravery/merit ribbon indicates a second awarding of the same medal. The third ribbon is that of the Karl Truppen Cross and the fourth ribbon is that of the Hindenburg Cross with Swords, which Austrians were eligible to receive after the Anschluß. The fifth ribbon is that of the German Police 25-Year Long Service Decoration, and all of the guy's military and police service would have counted towards his years of service. The last ribbon is that of the WW1 Commemorative Medal for Tirol.
