Police eagle

I am not as experienced as some of the other police collectors, but I have not seen one like it. Is the beak kind of weird looking (it really , really droops down)?

Looks like a turkey and a little "sloppy" embroidery in places. That's not to say it's bad. Could be a one of a kind tailor piece.

The head shape reminds me of this type, the feet on the first eagle are horrible, although I have seen this before
