Was it issued to all employees or presented in recognition for years of service etc.?

In some research on the net in an attempt to answer your question, I have found the stickpin described as "Air Defense Civilian Tiepin"..."Technical Service stickpin"..."Homeland and Alarm Flak Artillery Pin", so now I am a bit confused too.

Hopefully one of our more knowledgeable members will help us out.
