I know that there were early jacket with four buttons. in jackets and orange eagle original sheathing.

Based on the collar shape it's West German...with added rural police insignia

Nick is quite right, this is a West German tunic that has been tarted up. Wrong form and it has the give-away postwar thin belt suspension straps on the interior.

I would agree about being a postwar tunic humped up with TR insignia.
