Ron, according to my wartime Polizei rank chart, the rank is Hauptwachtmeister of the Schutzpolizei. ( like a Staff Sgt ).

Correct, Hauptwachtmeister D. Schutzpolizei and this 'closed end' variety (has the small bullion piece at the end of the brown cords at the flat end) was used from April 1941 through May of 1945.
