Zoll (Customs) or Police shoulder boards??

I need help identifying these shoulder boards. Perhaps Zoll (Customs), Forestry, or possibly Police??? I can't find a similar pair in my reference books or on this website.

They are postwar, try searching 'BGS' and you will find more, lots more. See the below link. These are commonly confused (and misrepresented) insignia.

Unknown shoulder boards

Thanks guys for the help! I am glad that I passed on buying them. I didn't recognize the color combination and hadn't seen a TR Zoll similar to them.
