Postschutz uniform?

I would like to know more about the uniform worn by the officer on the photo below.
He is Postschutz officer? (Poland 1940)

It appears that he has the oval Postschutz eagle on his overcoat sleeve.

I think it is not oval but round with an early pattern eagle.
He could be a doormen at an important (Luftwaffe-) building.

the uniform should be Luftwaffe blue. Maybe he went out with friends to a pub, but for me he is a doormen and not Postschutz.
