Hi Soren,

I'm certainly no expert on cloth artifacts, but to me this looks like what was intended to be cut to size and sewn onto an RAD sport kit.

It's a good Günther & Windrath-product (G & W), when it is made according the description of the Reichsarbeitsdienstleitung (RADL).
The woven insignia for the sports-shirt should officially be: 12.5 cm wide and 15.0 cm high for the bigger form (Grosses Sportabzeichen). The black edge should be 0.4 cm; the white edge the same size. The white field should have a diameter of 9.4 cm;
When for the bathing shorts, it is phrased as the kleines Sportabzeichen is should be 8.2 cm wide and 10.0 cm high. Black edge is 0.25 cm; whiye 0.25 cm. The diameter for the white is 6.3 cm.
