One thing is that it appears to be missing the extra padding under the eagle to fill the gap created by officer grade insignia. This wool piece that matched the green body is typically found filling that area under the wings and between the body and wreath. So it may have be messed with. Also the cockade maybe concerning, although difficult to tell from the photos but there are a lot of repros of these.
