Old Leather Helmet with Police Insignia - what is it?

I would sincerely appreciate any information or opinions on this black leather "crash" helmet with an aluminum police eagle attached to the front. Is the insignia original by itself? Does it belong on this particular type of helmet? Thanks.

If not mistaken, I believe you have an Italian crash helmet upgraded with a III Reich police eagle. The eagle on the helmet would be for the police parade dress Kartouchkasten- Cartridge Boxes worn on the corss-belts.

While trying to decide Italian or Spanish, I ran accross the following site:

The insignia, what is the form of attachment used to secure to this helmet? This will tell us what you have, althouhg more than likely cartouche as mentioned above.

Then that metal plate would be proper for a crash helmet.
