Collar tab ID help needed

Hello,

I have had this pair for some years and have never been able to properly id them. I thought I would try this section first. So any help would be sincerely appreciated.

The base cloth is black and at some point I think they may have gotten wet as the dye has bled into the back backing material and on the front of one as well. They have some qualities that I like but I am not sure a) what they are and b) if they are good.

I have seen one possible example in a reference book which pointed to Zoll but again I have no idea and the Zoll tabs I have seen are much different.

Yes, it is collar patch for Zollbeamten (Reichsfinanzverwaltung) - worn for relative short period 1934-1937 (with new shoulder boards).
