Luftschutz Stadt Rees armband - Collectors Guild

I noticed one of the recent additions to the Collectors Guild is a "Luftschutz Stadt Rees" (Luftschutz City Trees) armband.

Does anyone know what the exact duties were for people wearing this armband?

Bad translation. It is for a member of the Luftschutz for the city of Rees in North Rhine-Westphalia.

As it is not Luftschutz"polizei", I assume it was for a non-uniformed air raid warden. It is stamped with the mayor of the town's seal for authenication.
