Police rank ?

I guess I am right when I say this guy is a policeman ? The photo is dated january 1929 on tghe back.
What do the 3 sleeve stripes mean ?
We can notice he wears a WWI 84/98 bayonet which has been chromed.

I think you are right. However, I'm not sure about the district...... could be Oberwachtmeister/Hauptwachtmeister out of Baden (not Prussian/Sachsen/Braunschweig/Oldenburg/Bavaria/Schaumburg/Lippe). Will be back in this case.
