m40 tunic RAD or heer???

Hello guys, please, say your opinion about this tunic:

tunic standard heer model, but have RAD color

RAD tunics pattern 1939 were made after M36 Heer pattern. On one photo is depot stamp - RADBA - RAD Bekleidungs Amt.
Light brown buttons on collar and cuffs are usually RAD stamped...
Strange thing, this tunic has collar from blouse cloth - all these RAD tunic I've ever seen had brown collar from 'RAD Abzeichen Tuch'.
Isn't collar replaced?
