The ring is a fake. I first saw one of these in the early 90's. A friend of mine picked it up from a local dealer. I believe they are named to a doctor if I recall correctly.

I agree with Keith, the ring is a fake and frequently found for sale on eBay, ePier and the likes. I suspect the disc also shares the same fate as you will noticed the differences when compared to the real examples posted at the below linked site.
