Named Eagles

Greetings All,

I have a couple questions about the sleeve eagles with town names above them.

What was the criteria to have the town name above the eagle? Was it because there was a Command unit in the town?Maybe the size of the city?

Does anybody have any sleeve eagles with the town/city name "Ulm" or "Neu-Ulm"? Thanks .
