Opinions Bahnschutzpolizei Boards

I need any opinions on these shoulder insignia. I believe that they are Bahnschutzpolizei (Railway Protection Police). But I am not sure if they are wartime. They seem to be VERY dark blue (or possibly faded black?) with black backing.

Randy, they look and sound like postwar insignia for Niedersachsen.
