Can you help me to identify these badges? (One badge in 3 types)

What can it be?

[BILL]

The symbols are communist ( Sickle and Wheat ). All 3 are from the same mold die. The "835" stamp usually defines the silver content and the stamps are identical to each peice ( although they do not look silver at all.). #2 and #3 specimens are base metal with a silver plating. #1 the silver plating has been removed and a U.S. type pin has been soldered on. Other than these observations, I am stumped. Regards.
