A heavily retouched NAC pic. Appears to be the same style visor as in post #1 of this thread--an RMBO wreath with SS eagle. I would assume the cuff-title says Sonderdienst:

bilingual Ukrainian/German, bilingual Polish/German,

Found this blurry pic of Baudienst officer's & figured I add it to the thread. At least two of these gentlemen are wearing visors with GO/Diplo style eagles rather than SS style...
