Railroad Insignia ? Help Please!!

I`m not sure what this is exactly, but I think it might be railroad. It has the Assman mark on the back. I`d appreciate any info on this. Thanks.

Its half a railway collar tab flying wheel for one tab. I may have a ahot of a complete tab somewhere. You are right.
