A neat photograph! He has removed his leather Spiess duty book from his tunic (unbuttoned tunic) and either has it tucked under his left arm or has handed it to the other fellow. That book, worn visibly in the chest of the tunic, was as much a symbol of his position as the cuff stripes.

Excellent photo and it appears to be in an album...are there more photos like this? Any chance you can read what the name is on the sleeve insignia?

The photo itself was purchased as a "one off", individual item. It was just placed in the corner holders on a black background for this scan.

As for the name on the sleeve eagle, it is virtually impossible to read, even under larger magnification / resolution.
