Looks like FeuerSchutzPolizei sleeve eagle, named to the town of Oldenburg. Looks promising, but we need a photo of the back

I like it, but is it wine red or carmine? The pattern reminds me of another early pattern we seen a few examples of that actually has more of a "quilted" looking breast than what's seen on yours but I see no problems with yours.

This is an early pattern eagle. There are two different eagles with the same "block" head. As Dave said, if Carmine-red it is for the local small town police SchuPo d. Gemeinden, if Carmine-pink the armed fire service Feuerschutzpolizei.

Here are the two patterns of eagle with the same head style. The one on the right is the same pattern as the eagle above.
