Thanx, it was kind of you.
It looks as if a trapezoid badge had been stitched to the front. But the green hue of the wool is definitely "Polizei". Or the Polizei eagle had been folded in a trapezoidal shape for easier stitching, as it can be observed in some specimens sometimes.
