Hunde Photo Identification Assistance...

I recently obatined this superb little Hunde related photo, but am having difficulty identifying the branch of service...Police ?? Fire Police ?? Customs ?? Justice ???

If anyone could assist me in regards to positive identification, it would be very much appreciated...

100% no Police or Fire Police!

Prussian customs for me, but it´s hard to tell without any coloring.
