Polizei uniform - help needed

Hello! I would appreciate any comments on this photo. What happened with his collar patches? There are only empty paddings with no standard litzen on it. To what branch of police he belongs and what rank he holds?

Branch of service is impossible to tell from B&W photos, although most likely Schupo, rank of Unterwachtmeister. Litzen is likely there, just not seen with that angle which muted it's reflection and perhaps a tobacco color litzen.

I agree with Dave, the litzen is there, but the curve of the color is playing a trick on the eye. On my monitor I can make out very faint lines. If you play with the contrast on the photo I think you would also see them.

But a VERY, VERY nice photo !!!!!!!!!!!!!!!!!!
