Too bad the bottom edge has been cut, but i have one or two of these(different towns) that i bought in a lot deal that one was cut the same way on the bottom radius. Possibly to remove it from a uniform? I agree its an original. I think the russian town railway patches might possibly be the most rare to find IMO.
