Plaque Question

I don't know exactly where to post this question, so I picked the forum that I felt was the best option. If there's a better one, please feel free to move it. Anyway, this very large (14x18 inch) plaque was sold to me recently, and I believe it's been pictured in a book somewhere. Anyway, I'm trying to learn more about this building plaque, given for "Leisure Activities" service to troops (I am guessing this was not a Wehrmacht Brothel sign!).
