Your eagle is the late wartime machine woven police NCO's sleeve eagle. For the purposes of standardization, and to save on production costs this gray on green eagle was intended to replace all of the various colored eagles used by the different police branches on the green uniform.
It is often called the "combat police" eagle because it is most often found actually used on m44 and m42 police field tunics, as used by some police combat arms. But as mentioned these were actually intended for general use by city and rural civil police NCO's as well. It seem however that few if any were actually used by other than combat police units. Easily 90% of this type of eagle encountered is unused and unissued, and I suspect they were recovered after the war in large rolls which were subsequently cut up and sold on the collector's market. Yours seems to have been tunic removed.
There were at least two makers of these, as can be seen by the two different patterns in the eagles I show below. Yours seems to be the same type as I show on the right. Although not particularly rare, honest used examples are increasingly difficult to find.
