The written regulation, often accompanied by linedrawings, would be sent out, to each Police HQ in order for them to know about it. (I have an original of these for a 1942 Generals Waffenrock)
In the regulations (MBliV etc) can be read that sometimes sending samples was upon request and sometimes they were sent out automatically. (to police HQ and/or to approved companies)
Sending out samples would have been very expensive.....so I guess would have been limited
Back to the six-feather question
Written regulations have not yet been found clearly stating the number of feathers.
If the eagle posted by JoeW turns out to be legit we have to accept that others must be out there.
Saying that only the Wasserschutzpolizei would do six-feather officer eagles is IMO not realistic.
